Federal Programs
The mission and responsibility of the Federal Programs is to procure, monitor and utilize federal funds for the following programs in order to provide quality federal educational opportunities for all students and staff to develop the skills necessary to reach their maximum potential as responsible, productive citizens and life-long learners.
ESEA (Elementary and Secondary Education Act of 1965 as amended by the No Child Left Behind Act of 2001) Programs:
Title I: Improving the Academic Achievement of the Disadvantages
Title II Part A: Improving Teacher Quality
Title III: Language Instruction for Limited English Proficient and Immigrant Students
Title IV: Student Support and Academic Enrichment
Every year the Cardinal Local School District receives funds from the federal government to provide various educational services. District administrators invite comments from the public regarding services listed below. Please call or write the Office of Federal Programs, Cardinal Local School District (440) 632-0261.
Title I monies provide supplemental instructional services in the content areas of reading and mathematics to students in grades K-4 that meet the criteria for service.
Title II-A monies are provided to increase student achievement through enhancing the teacher and principal quality through professional development, recruitment, hiring and retention.
Title III monies provide the opportunity for the district to assist in teaching English to limited English proficient children and helping these students meet the same challenging standards of all students.
Title IV monies provide the opportunity for the district to assist student supports and academic enrichments including the strategic planning.
All federally funded programs provide for participation of non-public schools.
Parent Involvement
The Cardinal Local School District values and recognizes that parents are an important part of their child’s academic success. Research indicates that when parents are involved in their child’s education, children have better attendance, achieve better grades, learn strong social and behavioral skills that help them throughout life, and continue their education beyond high school.
In accordance with Title I, Part A, Cardinal Local School District offers parents:

COVID-19 has impacted families in a variety of ways. In some cases, families may even be faced with financial constraints affecting the ability to have necessities such as food, clothing, and housing. Although it can be overwhelming to seek out additional support, we are here to help. At Cardinal Local Schools, we strive to support our community through a comprehensive approach. Our partnerships with local agencies allow for a network of resources and supplies. We invite families to reach out to our Pupil Services Director, Dr. Jennifer Sabol, to discuss the impacts of COVID-19 and seek resources to support your family’s needs.
The McKinney-Vento Act, as amended by the Every Student Succeeds Act, ensures all eligible children and youth have equal access to the same free and appropriate public education as other students.
Children and youth who are in the following situations:
Living in a shelter;
Living in a motel or campground due to the lack of an alternative adequate accommodation;
Living In a car, park, abandoned building, or bus or train station; or
Sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason,
may qualify for certain rights and protections under the federal McKinney-Vento Act. See the Cardinal Local Schools District McKinney-Vento Plan for definitions and information about eligibility determination.
Eligible students have the right to:
Receive a free, appropriate public education;
Enroll in school immediately, even if lacking documents normally required for enrollment;
Enroll in school and attend classes while the school gathers needed documents;
Enroll in the local school, or continue attending their school of origin (the school they attended when permanently housed or the school in which they were last enrolled), if that is their preference and feasible;
Receive transportation to and from the school of origin, if requested; and
Receive educational services comparable to those provided to other students, according to the student’s needs.
In addition, the family has a right to dispute any eligibility, school selection, or enrollment decision made by the district by following the district’s McKinney-Vento Dispute Resolution process outlined in the Cardinal Local School District McKinney-Vento District Plan.
